If you don't configure the Enable web search in Copilot policy, internet search is readily available to customers by default in both Microsoft 365 Copilot and Copilot Chat, unless you set the Enable the usage of extra optional connected experiences in Office policy to Impaired.

Copilot Chat is now pinned by default in the navigation bar of the Microsoft 365 Copilot app, Groups, and Expectation for the majority of customers that are qualified for Copilot Conversation across the internet, mobile, and desktop computer.

If you formerly picked 'Do not pin Portal Copilot Studio to the navigating bar' in the Microsoft 365 admin center and likewise unchecked the 'Permit individuals to be asked whether they wish to pin it' option, your setup configuration is 'Do not pin' and your users still won't have Copilot pinned in their navigating bar.
