If you do not set up the Enable web search in Copilot policy, web search is available to users by default in both Microsoft 365 Copilot and Copilot Conversation, unless you establish the Permit the use of extra optional connected experiences in Office plan to Disabled.

Copilot Conversation is currently pinned by default in the navigation bar of the Microsoft 365 Copilot app, Groups, and Outlook for most customers that are qualified for Copilot Conversation throughout the internet, mobile, and desktop computer.

If you formerly chose 'Do not pin Copilot to the navigation bar' in the Microsoft 365 admin center and also unchecked the 'Enable users to be asked whether they wish to pin it' alternative, your setup configuration is 'Do not pin' and your customers still won't have actually Copilot pinned in their navigation bar.
