If you do not set up the Allow internet search in Copilot plan, web search is available to individuals by default in both Microsoft 365 Copilot and Copilot Conversation, unless you set the Enable the usage of extra optional linked experiences in Office plan to Impaired.

If you previously chose 'Do not pin Copilot to the navigation bar' in the Microsoft 365 admin facility and also uncontrolled the 'Permit individuals to be asked whether they wish to pin it' choice, your setting configuration is 'Do not pin' and your individuals still won't have Copilot pinned in their navigation bar.
