If you do not configure the Permit web search in Copilot plan, web search is offered to users by default in both Microsoft 365 Copilot and Copilot Conversation, unless you set the Allow the use of added optional linked experiences in Office plan to Impaired.

Copilot Conversation is now pinned by default in the navigating bar of the Microsoft 365 Copilot application, Groups, and Overview for the majority of users that are qualified for Copilot Conversation throughout the web, mobile, and desktop computer.

If you previously selected 'Do not pin copilot portal login to the navigation bar' in the Microsoft 365 admin center and also unchecked the 'Allow customers to be asked whether they want to pin it' alternative, your setup setup is 'Do not pin' and your users still won't have Copilot pinned in their navigating bar.
