Daya Tahan UMKM di Era Tatanan Baru dan Disrupsi Digital Jawa Tengah

Abstract


Diskursus Daya Tahan UMKM Jawa Tengah di era tatanan baru, diimplementasikan dalam satu kebijakan Transformasi Digital. Bentuk-bentuk pelatihan penjualan online serta bimbingan teknis untuk mendorong dan menstimulus pelaku UMKM menuju digitalisasi menjadi bagian integral upaya Pemerintah Provinsi Jawa Tengah. Penelitian ini mengkaji secara empiris tren positif potensi kebijakan Transformasi Digital bagi UMKM dalam kaitannya dengan era tatanan baru. Lebih jauh, penelitian KTI ini melihat dari sudut pandang fenomena disrupsi digital dalam skala konteks spasial Jawa Tengah yang selanjutnya diuji dalam kerangka kebijakan Tranformasi digital yang dikembangkan oleh Pemerintah Jawa Tengah. Penekenanan pada pendekatan metode kualitatif, Wawancara mendalam, Observasi lapangan dan Catatan lapangan terhadap stakeholder kunci,, baik sektor publik (Pemerintah Provinsi dan Pemerintah Kabupaten/Kota) serta sektor swasta (Sophee, Tokopedia, Dana, Rumah BUMN, serta Perusahaan Logistik) dan masyarakat pelaku UMKM, menjadi kerangka fundamental dalam menyusun uraian ilmiah penelitian KTI. Hasil riset ini menunjukkan bahwa konsistensi program Transformasi Digital di Jawa Tengah masih berkutat pada sektor pelatihan pemasaran digital dengan mendorong pemanfaatan platform E-commerce yang ada. Ditinjau dari sejumlah karakteristik disrupsi yang terjadi, Pemerintah Jawa Tengah memerlukan penguatan pada literasi digital pada tataran kebijakan, kedaulatan kebijakan terhadap E platform yang beroperasi, identifikasi terhadap indikator jejaring logistik dan upaya komprrhensif terkait dengan advokasi daya keberpihakan pada UMKM lokal terhadap porsentase produk impor yang beredar secara bebas dalam E-platform. Oleh karena itu, dengan melihat satu sisi potensi perkembangan ekonomi digital dimasa yang akan datang namun masih kurangnya intensitas kebijakan yang memayungi ritme disrupsi digital, hasil KTI ini juga mengerecutkan sebuah rekomendasi perlunya peta jalan digital Jawa Tengah yang harus diinisiasi dengan adanya Tim Task Force ekonomi digital sebagai langkah institusionalisasi isu.
